SCPP was originally instituted between 2015-2018 to gauge interest in leasing water to aid declining Colorado River flows. As part of the Upper Colorado River Commission’s 5 Point plan, SCPP has been reinstituted for 2023 to assist with acute drought conditions. Super informative and timely!!
