As per the NFFL bylaws, Article III, Section VI: 6.Â
Lottery Picks 1-4 To protect against any team purposely failing the year before in order  to acquire the first round pick, a draft lottery shall occur in the  spring to determine the order of the first 4 picks (based on the four  worst teams the previous season). Â
a. The following percentages shall be used for the First Overall Pick: Â
