In what took approximately 3 hours three men served on the panel: City Councilman of Ainsworth, Iowa, Ronald Greiner, VP of Highland School Board Dan Ruth and Ottumwa, Iowa-based Attorney Richard Gaumer. All three agreed that Mr. Greiner, on behalf of the petitioners protesting the Election, did file his petition and bond on time. Mr. Ruth and Mr. Gaumer voted 2-1 against Mr.
