Description: #102 - On July 29, 2012, two police officers from the Jonesboro, Arkansas, Police Department pulled over a vehicle containing three males. One of the passengers was 21-year-old Chavis Carter. After discovering that Chavis had a small amount of marijuana on him and he had an active warrant, the police handcuffed him and placed him in the back of the patrol car.
