After a licence plate is run following the death of a state trooper, a rapist and murderer that Frank Black pursued five years ago is discovered to be the owner, but he’s using a different name in another part of the country. Frank and Peter Watts assist the State Police in locating him, but begin to think he had nothing to do with the trooper’s death, but that he was involved in other crimes that could result in even more deaths.
